The City Hall 
is the hub area all new players spawn at. It is also a Passive Zone.
The City Hall offers access to:
- The Premium / VIP Market
- The Identity Creation Menu
(Currently serves no actual purpose). - Free bicycle spawner
- Navigation assistant
